Richard Gulledge is the Commander of the Internet Crimes Against Children (ICAC) Task Force for the State of Mississippi and is currently assigned to the Cyber Crime Division of the Attorney General’s Office. Prior to becoming Commander of the ICAC Task Force, Richard served as a senior investigator and digital forensic examiner within the Cyber Crime Division. Before becoming employed with the Attorney General’s Office, Richard began his law enforcement career in the state of Florida. Richard later moved to Mississippi in 2009 where he served with several law enforcement agencies as a patrol officer, field training officer, investigator, and task force officer (TFO) with Homeland Security Investigations (HSI). Richard is a Certified Forensic Computer Examiner (CFCE) through the International Association of Computer Investigative Specialists (IACIS). Richard holds a bachelor’s degree in criminology from the University of South Florida and is also a graduate of the Federal Bureau of Investigation (FBI) Command College and the Mississippi Certified Investigators Program (CIP).
Beth Berry is the Supervisor for the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) New Orleans Field Division Crime Gun Intelligence Center. Originally from Chattanooga, Tennessee, Beth graduated from Tennessee Technological University with a bachelor’s degree in Sociology in 1999. She is a veteran of the United States Army, where she served in the U.S. and abroad for six years as an All-Source Intelligence Analyst. She is also a former Intelligence Analyst for the Defense Intelligence Agency, under the U.S. Central Command, and a prior supervisor at the Louisiana State Analytical & Fusion Exchange (LA-SAFE). Beth has been with the ATF for eight years, previously serving as an Intelligence Research Specialist focused on violent crime in the New Orleans Metropolitan area.
Matthew Hoggatt is a former law enforcement officer with over 20 years of service along the Mississippi Gulf Coast where he calls home. For the majority of his career, Matthew served as a felony crimes investigator and crisis negotiator before specializing in long-term missing persons and unidentified human remains cases. After retiring from law enforcement, Matthew began a career in higher education as a criminal justice instructor at the University of Southern Mississippi (USM). Matthew earned a bachelor’s degree from USM, and a Master’s degree in criminal justice from William Carey University. Matthew also volunteers with various non-profit groups which focus on unidentified human remains cases and serves as a Team Adam Consultant for the National Center for Missing and Exploited Children.
Dr. BJ McClenton is the Associate Director of ASSUREd Safe, a federated ecosystem to educate, train, test and certify first responders in the safe and efficient use of unmanned aircraft systems across the globe. Dr. McClenton brings over 20 years of first responder and public safety experience as a firefighter and emergency medical technician. He also serves as his Counties Volunteer Fire Coordinator, E-911 board chair, and Emergency Management Board member. Prior to joining ASSUREd Safe he spent 15 years working with Mississippi State University Extension conducting adult education and outreach programs. He received his Bachelor of Science degree in Animal Science in 2004 with a minor Agribusiness Management, a Master of Science in Animal Physiology in 2017, and Doctorate in Agricultural Sciences in 2019 all from Mississippi State University. Dr. McClenton began utilizing UAS in 2019 to assist and train farmers and agricultural producers. He soon incorporated UAS technology during disaster response and recovery efforts as a strike team lead conducting damage assessments for the University on behalf of the Mississippi Emergency Management Agency. He soon began assisting local Emergency Management and other public safety agencies conducting search and rescue missions, disaster mitigation, and recovery efforts as well as training. As lead of ASSUREd Safe Dr. McClenton has combined his experience in public safety with academia to provide a dynamic education and training program, that is focused on strengthening national security and resilience to crisis by ensuring first responders can employ UAS to contribute to public safety and quickly enable recovery through repeatable, scalable, and relevant training.
Kevin Metcalf is the Director of the Human Trafficking Response Unit for the Oklahoma Attorney General, founder of the National Child Protection Task Force (NCPTF), and a founding member of Raven. In his work, Kevin unites experts in various fields such as legal strategy, open-source intelligence (OSINT), geospatial mapping and analysis, dark web investigations, cryptocurrency, and image geolocation to support law enforcement agencies worldwide in cases involving missing, exploited, and trafficked children. His efforts have contributed to the recovery of numerous children and the apprehension of sexual predators across the globe, establishing him as a leading figure in applying innovative methods for synthesizing intelligence in support of child protection and counter-human trafficking initiatives.
Heather Collins is a Certified Law Enforcement Officer and a graduate of the Mississippi Law Enforcement Officer Training Academy. She began her career in law enforcement as a patrol officer in 2015. In 2018 Mrs. Collins began working in the intelligence field, and in 2019 she was chosen to be the Statewide Human Trafficking Intelligence Analyst for Mississippi. Since that time, she has assisted countless local, state, and federal agencies nationwide in complex cases involving human trafficking, child exploitation, missing juveniles, and related investigations.
Mrs. Collins is certified in OSINT, NCIC, Cellebrite Digital Forensics, ZetX Cell Phone Mapping and Analysis, Undercover Operations, Link Analysis, Financial Investigations and Triage, Digital Currency Investigations, Incident Command, Advanced Human Trafficking Investigations, Human Trafficking Investigations and Enforcement Operations, and Interdiction for the Protection of Children.
Mrs. Collins is on the Homeland Security Investigations Task Force, the Mississippi Internet Crimes Against Children Task Force, The National Child Protection Task Force, and the Skull Games Task Force. She is also a member of the National Fusion Center Human Trafficking Analyst Network, the International Association of Law Enforcement Intelligence Analysts, the International Association of Chiefs of Police Task Force, and the International Association of Human Trafficking Investigators.Â
Mrs. Collins serves as the Intelligence Analyst for the BJA Enhanced Collaborative Model Task Force to Combat Human Trafficking, awarded to Mississippi in 2019 and again in 2023. She also serves on the Mississippi Human Trafficking Council, specifically on the Law Enforcement and Training Subcommittees, and assists with creating training curricula for law enforcement. She is passionate about creating and implementing skill-based training for all levels of law enforcement, especially front-line officers and other first responders.
